Why this is blocked

The original PRD scoped a paid Comp Sales Engine for land-value data; that path was dropped on cost. The current scope assumes a free-data path built from:

  • Farm Credit Canada (FCC) regional farmland value averages — published annually
  • Public ag-land listings (active + recently sold) — pending research into scrapability and attribution rights

This second source is the open question. Until research at product/research/2026-05-19-free-data-catalog.md (operations repo) confirms a viable free-data path with acceptable attribution and refresh cadence, the panel is not specified.

Two outcomes from the research pass

Outcome A — viable free path identified

If the research confirms a free-data path, this doc will be replaced with a full spec covering:

  • FCC ingestion + parsing
  • Listing source(s), scrape cadence, attribution model
  • Investor-tier export (CSV + PDF)
  • Per-data-point source attribution display

Outcome B — no viable free path

If the research returns no path, this feature drops from v1 of the Ag Bundle per the PRD's Data Source Constraint. The Investor tier consolidates around the other capabilities (Territory & Prospecting tool, portfolio manager, parcel reports with LSRS + AAFC crop history).

What this PR delivers

This PR delivers documentation only — a stable place for future spec work, and a clear pointer that explains why no other artifacts have landed yet. The issue stays open with the build-now label removed until research finishes.

Next step

Awaiting the research output. Once that lands, this doc is either replaced (outcome A) or the issue is closed with a link to the consolidated Ag Bundle PRD (outcome B).
